Israel-bound cargo from China enters the Mediterranean through the Suez Canal or, when a carrier will not commit to the Red Sea, around the Cape of Good Hope and back up through the Atlantic. That one routing decision moves your arrival date by ten to fourteen days. This page sets out the routing options available from Shenzhen (Yantian), Ningbo and Shanghai to Haifa and Ashdod, what Israeli customs and the Standards Institution of Israel (SII) require on arrival, and which documents to prepare before the vessel sails.
ChinaShippingZ moves cargo for importers in 80+ countries across 100+ destination ports, working with partner agents in 30+ countries (as of October 2026). We book Israel cargo out of Shenzhen (Yantian), Ningbo and Shanghai, and customs documentation on the Israel side is handled by our brokerage partners.
Route Options: Trans-Suez Direct vs Cape of Good Hope Rerouting
| Route | Path | Transit (days) | Notes |
|---|---|---|---|
| A. Trans-Suez direct | Shenzhen (Yantian) → South China Sea → Malacca Strait → Indian Ocean → Gulf of Aden → Red Sea → Suez Canal → Mediterranean → Haifa / Ashdod | 18–26 | Available only on services the carrier confirms as trans-Suez for that sailing. Canal transit itself is 12–16 hours plus convoy waiting; routing can be reversed at short notice. |
| B. Cape of Good Hope | Shenzhen (Yantian) → Malacca Strait → Indian Ocean → Cape of Good Hope → Atlantic → Gibraltar → Mediterranean → Haifa / Ashdod | 30–40 | Adds roughly 10–14 days to the Suez routing. Used by services that have not returned to the Red Sea, and as the fallback when a Suez booking is withdrawn. |
| C. Air freight | Shenzhen / Guangzhou / Hong Kong → Tel Aviv (TLV) | 3–7 | Door-to-airport, including consolidation. Worth it once the value density of the cargo justifies a rate several times the ocean cost. |
| D. Multimodal land bridge | Ningbo → Mersin (Turkey) → road → Aqaba (Jordan) → ferry / road → Haifa | 26 | Used when a Suez booking is cancelled at short notice. Documented in our China–Haifa rerouting case study: 26 days against 35 days via the Cape. |
Transit days are port-to-port sailing estimates compiled as of . They exclude China export clearance, Israel import clearance and inland delivery.
Red Sea Position as of October 2026
Carriers began returning to the Suez Canal during the second half of 2026, but the return is partial and service-by-service rather than network-wide. The Suez Canal Authority reported 1,358 vessel transits in August 2026, up 27% from 1,070 in August 2025, with net tonnage up more than 50% year on year. Maersk and Hapag-Lloyd scheduled additional Gemini alliance services through Suez from mid-September 2026, MSC restored partial transits from August, and COSCO and OOCL resumed eastbound transits from mid-September.
Analysts still describe the Red Sea and Bab el-Mandeb as a live risk. One published estimate puts the saving from a Suez routing on a 24,000 TEU Asia–North Europe round voyage at roughly USD 1 million, or about USD 43 per container slot — before any additional war-risk premium, which can erase that advantage entirely. The practical lesson for shippers is unchanged: get the routing confirmed in writing for your specific booking, and plan inventory against the Cape timeline.
Origin Ports and Destination Ports: Shenzhen / Ningbo / Shanghai → Haifa / Ashdod
| Origin port | Destination port | Trans-Suez transit | Via Cape of Good Hope | Notes |
|---|---|---|---|---|
| Shenzhen (Yantian) | Haifa | 18–22 days | 28–36 days | Southern China’s shorter run to the Malacca Strait makes Shenzhen the fastest origin for Israel cargo. |
| Shenzhen (Yantian) | Ashdod | 19–23 days | 29–37 days | Ashdod handles the larger share of containerised imports from Asia. |
| Ningbo | Haifa | 20–26 days | 30–40 days | Typically 2–4 days longer than the Shenzhen baseline on the same service. |
| Ningbo | Ashdod | 21–27 days | 31–41 days | Frequently used as the origin for the Mersin–Aqaba land-bridge option. |
| Shanghai | Haifa | 22–28 days | 32–42 days | Typically 2–4 days longer than the Shenzhen baseline on the same service. |
| Shanghai | Ashdod | 23–29 days | 33–43 days | Best carrier coverage for reefer and special equipment bookings. |
Port-to-port estimates as of . Add 1–3 days for China export clearance, 1–2 days for discharge, and 1–5 days for Israel import clearance (longer if the shipment is selected for inspection).
Israel Import Requirements: SII Standards, Customs Duty and 18% VAT
| Requirement | What applies | Authority |
|---|---|---|
| Import VAT | 18% standard rate, in force since (raised from 17%). Charged on the customs value plus customs duty and any excise or purchase tax. | Israel Tax Authority. Rate confirmed against PwC Worldwide Tax Summaries, last reviewed 29 June 2026. |
| Customs duty | Ad valorem duty by HS classification; the rate depends on classification and country of origin. Israel has free-trade agreements with the United States, Canada, Mexico, the EU and EFTA — none of which extend to China-origin goods. | Israel customs tariff (Harmonised Customs Tariff) |
| Excise / purchase tax | Item-level taxes on categories such as tobacco, alcohol and transport fuels; rates vary by item. | Israel Tax Authority |
| Mandatory product standards | Standards covering safety, public health or the environment are declared mandatory by the Ministry of Economy. Every product and every model within scope must comply fully with the standard to be marketed or used in Israel. | Ministry of Economy & Industry / Standards Institution of Israel (SII) |
| SII approval before import | Required for most products covered by a mandatory standard. A sample is submitted to SII for conformity assessment; after that, a sample from each shipment is tested against certain clauses of the standard before the shipment is approved. | Standards Institution of Israel (SII) |
| CB scheme reports | SII is a member of the CB scheme and accepts CB test reports and certificates. Where a suitable CB report is supplied, testing is limited to the Israeli national modifications and additions, including EMC requirements. | SII / IECEE CB scheme |
| CE and other foreign marks | Not recognised. SII states foreign safety marks and CE marks are not accepted in place of SII approval. | Standards Institution of Israel (SII) |
| Telecom and radio equipment | A separate approval from the Israeli Ministry of Communications is required, in parallel to any SII safety approval. | Ministry of Communications |
| Hebrew labelling | Identification markings on a contrasting label giving manufacturer name, model number, country of origin and importer name and address — in Hebrew. Safety instructions and instructions for use must also be in Hebrew. | SII / Ministry of Economy |
| Mains plug and cord | Plug to Israeli standard SI 32; cord to SI 473; wire colour scheme to SI 544. | Standards Institution of Israel (SII) |
Duty and tax figures vary by HS code and by the importer’s registration status. Confirm the classification and rate with your Israeli importer before you commit to a landed-cost calculation.
Documents Required for Israel Customs Clearance
| Document | Issued by | When it is needed |
|---|---|---|
| Commercial invoice — HS codes, incoterm, declared value, country of origin | Exporter / supplier | Every shipment |
| Packing list — carton count, net and gross weights, dimensions | Exporter / supplier | Every shipment |
| Bill of lading or sea waybill | Carrier / forwarder | Every shipment |
| Certificate of origin | CCPIT or local chamber of commerce | Every shipment. No preferential origin duty is available for China-origin goods under a China–Israel free trade agreement. |
| Importer declaration / customs entry | Israeli importer, filed with brokerage support | Every shipment |
| SII approval or conformity certificate | Standards Institution of Israel | Products falling under a mandatory standard. Arrange before shipment — customs may request it on arrival. |
| Import licence or permit | Relevant Israeli ministry | Controlled categories such as telecom equipment, food, plants, medical devices and chemicals |
| Fumigation or heat-treatment certificate | Treatment provider | Wooden pallets, crates and dunnage |
| Cargo insurance certificate | Insurer / forwarder | Where the sale terms place insurance on the shipper, or on war-risk-sensitive routings |
| Dangerous goods declaration (where applicable) | Shipper | Any DG consignment — lithium batteries, chemicals, aerosols, paints |
Customs documentation on the Israel side is handled by our brokerage partners, and we check the invoice, packing list and bill of lading against each other before the vessel sails, because inconsistent paperwork is the most common cause of a customs hold at Haifa and Ashdod.
Freight Rates for Haifa and Ashdod
Contact us for current Haifa/Ashdod rates. We do not publish fixed rates for the Israel lane: Red Sea routing, war-risk surcharges, bunker costs and space availability all move week by week, and a rate quoted without a confirmed routing is not a rate you can plan against. Send us the commodity, HS code, container type, origin port and cargo-ready date and we will return an all-in figure with the routing and transit estimate stated in writing.

Frequently Asked Questions
How long does shipping from China to Haifa take in 2026?
From Shenzhen (Yantian) to Haifa, port-to-port ocean transit is currently 18–26 days on a trans-Suez routing, rising to 30–40 days when the carrier diverts the vessel around the Cape of Good Hope; air freight to Tel Aviv runs 3–7 days door-to-airport. Ningbo and Shanghai sailings are typically 2–4 days longer than Shenzhen on the same service because of the extra distance to the Malacca Strait. All figures on this page are planning references as of October 2026, not a guaranteed sailing schedule.
Is the Red Sea still affecting China–Israel sailings in 2026?
Suez transits are recovering but routing is still set service by service: the Suez Canal Authority reported 1,358 vessels in August 2026, up 27% year on year, while several major carriers restored only selected Asia–Mediterranean loops during September 2026, and any single booking can still be switched back to the Cape. Treat a trans-Suez transit as a bonus until the carrier confirms the routing in writing for your specific booking, and plan inventory against the Cape timeline.
What VAT rate applies to imports into Israel?
Israel’s standard VAT rate is 18%, in force since 1 January 2025 after the rate was raised from 17%, and import VAT is charged on the customs value plus any customs duty and excise or purchase tax that applies to the goods. Fresh produce, exports and supplies inside the Eilat free-trade zone are among the zero-rated categories. Confirm the current rate against the Israel Tax Authority before you price a landed-cost calculation.
Do I need SII certification to import goods into Israel?
SII approval is required before import for most products covered by a mandatory Israeli standard declared by the Ministry of Economy, and a sample must be submitted to the Standards Institution of Israel for conformity assessment before the first shipment. On arrival, Israeli customs may ask to see that approval, and a sample from each shipment is tested against selected clauses of the applicable standard before release. Products outside the mandatory-standard list do not need SII approval.
Can I use a CE mark instead of SII approval in Israel?
No — SII states that foreign safety marks and CE marks are not recognised, so a CE mark does not substitute for SII approval on a product covered by a mandatory Israeli standard, although SII does accept CB scheme test reports to reduce the testing required. Where a CB report is supplied, testing is limited to the Israeli national modifications and additions, which include EMC requirements. Telecommunication and radio equipment needs a separate approval from the Israeli Ministry of Communications.
Which Israeli port should I ship to — Haifa or Ashdod?
Ashdod handles the larger share of Israel’s containerised imports and is the usual choice for cargo destined for Tel Aviv and the centre of the country, while Haifa is often faster for northern Israel and for cargo moving onward by road or rail to the north. Your importer’s customs file, warehousing and trucking base usually decide the question; if your consignee has no preference, ask us to quote both discharge ports on the same service.
What documents does Israel customs require for a container from China?
Israeli customs clearance for a commercial container normally requires a commercial invoice, packing list, bill of lading, certificate of origin and importer declaration, plus SII approval, an import licence or a Hebrew-labelled declaration where the specific product falls under one of those controls. The invoice should carry HS codes, incoterm and declared value, and the packing list should carry weights, dimensions and carton counts. Missing or inconsistent paperwork is the most common cause of customs holds.
Do you publish fixed Haifa and Ashdod freight rates?
We do not publish fixed Haifa or Ashdod rates because Red Sea routing, war-risk surcharges and space availability move week by week; rates are confirmed per booking, so contact us with your commodity, HS code, container type and ready date. Contact us for current Haifa/Ashdod rates and we will confirm the routing, transit estimate and surcharge stack in writing before you commit space.
